The lower 20% is a solid black color. The red and blue backgound might symbolize bleeding and black color at the lower portion of the drawing death. Here Phillips might be referring to The Night of the Long Knives {white words?} or more commonly called in Germany the "Röhm-Putsch," a purge that took place in Nazi Germany between June 30 and July 2, 1934, when the Nazi regime carried out a series of political executions.
